美国通缉犯到中国竟成“万人迷”外教！网友：拒绝“洋垃圾”！

昨天的教师节，不知道各位小伙伴有没有为自己的恩师送上节日的祝福呀？

然而，在老师这个备受尊敬的群体里，或许却混进了一些“洋垃圾”……

近日，人民日报微信公众号和共青团中央官方微博都转载了“这里是美国”的一篇报道：《紧急！美国通缉犯到中国竟成“万人迷”！别让洋垃圾碰中国孩子》

报道中称，一名来自上海、现居美国南加州的王女士发现：自己当年大学时代最受欢迎的外教老师Daniel William Hiers，竟然是美国15名最想被缉拿归案的凶杀案嫌犯之一↓↓↓

王女士介绍，Daniel William Hires因为外表英俊潇洒、身材高大健壮备受女性欢迎，甚至曾经还被某位明星聘用为私人保镖。

Recently, a woman identified only as Mrs Wang, originally from Shanghai but living in southern California, found out that a popular former international teacher at her college in China, Daniel William Hiers, is the focus of an international manhunt. With his good looks and body, he was even hired as a private bodyguard by celebrities in China.

王女士之所以对其印象深刻，是因为这名外教曾经追求过她的朋友，在遭到拒绝后，竟然恼羞成怒，发送大量色情照片对朋友进行性骚扰。

后来，王女士到了美国，在浏览美国司法部网页时意外发现：美国15名最想被缉拿归案的凶杀案嫌犯名单上，竟然有一位嫌犯的名字和样貌，与那位外教一模一样……

而王女士学生时代的这位“明星外教”，在美国也的确是个“名人”，多家媒体都对其涉嫌犯下的罪行进行了报道↓↓↓

据CNN报道，Hiers原本是美国南卡罗来纳州的一名警官，在获取一位带着年幼女儿的单身母亲的信任之后，他被控在2003-2004年中有数月猥亵女孩。

Hiers, a Charleston, South Carolina, police officer, gained the trust of a single mother with a young daughter. He is accused of molesting the girl for months in 2003 and 2004.

这名11岁女孩的母亲Leslie表示，自己的女儿和Hiers是在空手道课上认识的。女儿比Hiers小了20岁，但Hiers却对她表现除了浓厚的兴趣：带她去逛街、给她买昂贵的礼物、开车送她去上空手道课、甚至还送了她两次花。

Leslie, who asked that her last name not be used because she is accusing Hiers of molesting her 11-year-old daughter said her daughter met Hiers in karate class. He showed no interest in the mother but a strong interest in the girl, who is 20 years younger than Hiers. He took her shopping, bought her expensive gifts, drove her to karate class and twice sent her flowers.

Leslie一开始还有所怀疑，但慢慢相信了他，甚至还打算将他列为女儿的紧急情况合法监护人。但自从女儿看完一段关于校园中不当接触行为的视频之后，一切都变了。女儿告诉Leslie，Hiers一直在摸她。“我抱着她说，一切都会好起来的。”Leslie泪流满面地说：“这一切太艰难了。”

Leslie, a single mom, said she was suspicious at first but grew to trust Hiers. She even planned to designate Hiers as the girl's legal guardian in case of emergency.

Leslie said that changed when, after watching a video about inappropriate touching at school, the girl told her mother that Hiers had been touching her. "I gave her a hug and I told her everything was going to be OK," she said through tears. "That was hard."

Leslie表示，Hiers甚至还威胁女儿，称她如果把这些事情说出去就会惹上大麻烦，没有人会相信她，因为自己就是个警察。

最终，检察官们相信了受害者，指控Hiers涉嫌猥亵未成年人，然而就在他们准备逮捕Hiers的时候，才发现他还有一个妻子……

Leslie said Hiers threatened her daughter, telling her she'd get in trouble if she talked about the alleged abuse and that no one would believe her because he was a police officer.

But investigators did believe her. They moved to arrest Hiers and charge him with lewd acts with a minor. It was then they discovered Hiers had a wife.

2005年3月15日，理应出庭的Hiers却没有出现，当警方搜查他家时，Hiers早已不见了，而他24岁的妻子Mila被发现死于枪杀。

On March 15, 2005, he was due to turn himself in to authorities but never turned up. When the police searched his home, Hiers was gone and his 24-year-old wife, Mila, was dead, shot once in the back of the head.

据警方调查，Mila是在睡梦中被枪杀的，而邻居也表示，在Mila死亡前后的那段时间里，看到Hiers在家中进进出出。几小时后，监控在一加油站拍到了Hiers 的身影。他从加油站的取款机里提了几百美元，还向收银员挥手道别，从此就失踪了。

According to police, Mila was shot while she slept, and neighbors reported seeing Hiers going in and out of the house at about the time of the killing. Hours later, a surveillance camera captured Hiers at a gas station. He withdrew several hundred dollars from the store's ATM, waved to the cashier on his way out -- and hasn't been seen since.

随后，美国司法部以涉嫌谋杀、性侵儿童的罪名对Daniel William Hires发起通缉。商店橱窗，以及当地报纸的头版上，都印着Hiers的通缉令。

然而，这样的一个通缉犯，却成了中国学校的“明星外教”，想想也是让人有些不寒而栗……

而这样的事情 ，其实也不止一例。

去年，据加拿大媒体《温哥华太阳报》报道，一位曾在加拿大被控与三名女学生发生不正当性行为的老师，竟然在中国继续任教，开始新生活了。事情曝光后，引发了不少国内网友的家长的担忧↓↓↓

《温哥华太阳报》：加拿大不列颠哥伦比亚省遭人唾弃的老师受雇于北京的一所学校

Chinese parents and netizens are questioning the standards and requirements to recruit foreign teachers in China after media reports revealed that an English language teacher from Canada had previously been accused of sexual misconduct with three teenaged pupils in Canada.

报道中称，这位名叫Robert Robertson的老师，在北京一所私立学校教授7-9年级的英语、体育以及人际交往课程，并且负责女生的垒球、足球和排球运动。

According to his online profile, Robert Robertson teaches Grades 7, 8 and 9 in English, physical education and communications and oversees girl’s softball, soccer and volleyball.

然而，Robertson 已经于2016年被加拿大不列颠哥伦比亚省的教师监理吊销了教师资格证，因为他 1974-1976年在列治文教育局任职期间，曾涉嫌与3名15-16岁的学生发生性行为。

当地教师监理处称，Robertson对女孩们的所作所为“极其恶劣”，作为行为监护人，他曾在学校办公室以及在学校组织前往地中海旅游期间，和学生们发生性行为。

The report revealed that Robertson was stripped of his teaching credentials in 2016 by British Colombia's Teacher Regulation Branch, based on allegations he had sex with three students aged 15 and 16 while employed by the Richmond School Board between 1974 and 1976.

The TRB said Robertson’s misconduct towards the girls was “egregious”, and included having sex in his school office and on a school trip to the Mediterranean where he was meant to be a chaperone. 

Robertson任职的北京学校曾在官网上回应称，在雇佣Robertson之前，校方已经对其进行过背景审查，而他也提供了所有的相关材料，包括无犯罪证明。校方还指出，在2017年的审查中，Robertson还提供了由加拿大警方出具的无犯罪证明。

The Beijing school announced on its website that the school had conducted strict background checks before Robertson was hired and he had had offered all relevant materials including a clean criminal background check.

The school noted that in a check in 2017, Robertson had no criminal record based on evidence offered by Canadian police.

而Robertson还向香港《南华早报》表示，他并不认为自己有错，而且校方也知道他的过往。他称当年的事情为“性反应的行为失检”，把一位受害的女学生描述为“精神性捕食者”，而这名学生当时只有15岁。

In an extraordinary rebuttal, Robertson told the South China Morning Post he had done “nothing wrong” and suggested the school knew about his past. He depicted one victim of what he called his “indiscretions” as a “psycho-sexual predator”. She was aged 15 when they started having sex.

邮件中，孩子们写道：“你永远是最棒的体育老师。我们永远爱你”、“我们所有人都爱你Bob！”

“[You] are the best PE teacher forever. And we also love you forever,” wrote one girl. “We all love you Bob!” wrote another.

Robertson表示，虽然他认为自己是无辜的，但这样的新闻报道对学校产生了负面影响，所以他最终决定辞职。

Robertson said that although he believes he is innocent, the news report had brought a negative influence on the school, so he had decided to resign, according to the school's website.

2014年，一名在北京自首的外教曾在英国因性侵被判处12年监禁。

A former foreign teacher at a Chinese school who handed himself in to the Beijing authorities was jailed for 12 years for non-recent sexual offenses on Jan 10，2014 in the UK.

在英国当地的法庭上，这位名叫Neil Robinson 的外教当庭认罪，包括了性侵以及拥有儿童色情影像等罪名。

2013年9月，他就曾对自己的一系列指控进行过有罪辩护，包括在1999-2002年期间曾3次与一名未满13岁的女孩发生性行为，制造儿童色情视频，并且有3次性骚扰行为。

而他还面临着涉嫌制造、拥有儿童色情影像的25项指控。

Neil Robinson, 47, was sentenced at Guildford Crown Court after pleading guilty to a range of charges, including sexual offenses and possession of indecent images of children. 

Robinson had previously entered guilty pleas to three counts of unlawful sexual intercourse with a girl under 13, one count of making an indecent video of a child and three counts of indecent assault during a hearing in September 2013.

The offenses took place between 1999 and 2002.

Following further police inquiries Robinson was later charged with 25 offenses in relation to making and possessing indecent images of children.

据人民网2013年报道，Robinson曾在北京一所国际学校任教。当时校内学生看到了BBC网站上搜寻其下落的节目，这才发现了他。

而校方也承认，Robinson曾在校任教3年，并于2012年5月因个人原因离职。

It is reported that Robinson worked as a foreign teacher at an international school in Beijing. Students from the school recognized him after seeing a request for information on his whereabouts on the BBC's website.

The school later acknowledged that Robinson had worked at the school for three years but had left for personal reasons in May 2012.

以上这些“洋垃圾”在本国犯下滔天罪行，逃出国后，企图利用跨国信息的不顺畅藏在中国。有些混得风生水起，变成了“抢手货”；有的甚至再次犯案......

此前，《中国妇女报》曾报道“狼外教”事件，并采访了21世纪教育研究院副院长熊丙奇。

熊丙奇指出，目前我国正在进行诚信系统建设，“对用人单位来说，有权利有责任去核查外籍教师的身份背景，这是用人单位在招聘时必须履行的职责。”

同时他建议，应及时完善我国外籍教师管理信息系统。

“只要是有资质聘请外教的机构、用人单位，都应该被纳入系统中，共享外籍教师的信息资源。国家外国专家局也应该把持有外国专家证的人员名单公布出来，每年更新的时候系统也应该提供相应的更新内容。这样外籍教师的身份信息和资质人人都能查到，从而让有污点的外教无机可乘。”
